Why can't RTC users from a separate JTS have read-only access to RQM

We have an Enterprise installation of RTC, but our company doesn't use RQM.  Because of that, we have RQM setup in a local JTS.  This is causing problems with our users with CLM licenses for the Enterprise - they do not have read only access to our RQM repository.  Is there a way to configure RQM to allow read only access for our product owners, developers, and others so artifact reviews can take place?

You need QM licenses on the JTS for QM for the users that should be able to access it. Then you need to make the RTC server and the RQM server friends as described here: https://jazz.net/help-dev/clm/index.jsp?re=1&topic=/com.ibm.rational.test.qm.doc/topics/t_config_rtc_defects_overview.html&scope=null .

  The concern is that I have full QM licenses for the testers in the organization, but others need read-only access to QM for reviewing test artifacts (plan, test cases, etc.).  Do we have to buy QM licenses for everyone, since the CLM licenses we have in the Enterprise JTS should provide access to QM?

other than RTC, RQM does not provide read only access without a license. So you need to assign licenses to the reviewers on the RQM server. There are licenses like the stakeholder that provide limited capabilities for reading artifacts.

If you were running on the same JTS, you would get read access with any RTC license. Since you have separate JTS servers, you need a license on the RQM server. Floating Licenses might be better, since you can point several JTS to the same server. But I am not sure if you would need several floating licenses with separate servers. I can't tell for sure.
