Is there instant messaging integration within Visual Studio client as we have with Eclipse client?

No, unfortunately not. I don't even see such request on jazz.net: https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.search&q=instant%20messaging%20visual%20studio

 The VS Client supports drag and drop of work items into chat clients. That's the extent of the support now.
