As you've seen, there are only 10 artifacts shown in the review at a time. Currently the only operation that will mark all requirements in the review automatically is to click "Done" and all artifacts not reviewed will be marked "Abstained". I'd suggest creating an enhancement request to allow the user to select the action performed when a user clicks "Done" instead of just abstain. Either that, or request the ability to show all artifacts in the review so you can do the bulk operation from within the UI of the review.

And for what it's worth, I noticed that you can select all on multiple pages and click your action just once to perform that action on all selected artifacts, so you don't have to click your action before selecting all on the next page.
