The RQM Reportable API does not support viewing a history of archived resources in RQM 2.x, which was added in RQM 3.0.1 (see https://jazz.net/wiki/bin/view/Main/RqmApi#historyUrl).

I don't see there is any audit info on who deleted a test case. Currently RQM's artifacts are not version controllable and there is discussion in:

There is a test case history/audit info accessable only if the test case is still active. I am not sure whether the delete action is written into this file and I am not sure whether it is still accessible after being deleted.
