I am trying to create a custom lifecycle for a community in RAM but it looks like I am missing a plugin . Is this a server side issue or browser issue and how can I get the plugin to create the workflow?

You need to have Java 6 plugin installed. That is done by installing Java 6. However, there have been problems with some of the latest Java 6. Firefox doesn't seem to like them. The very very latest should be OK but I haven't tested it personally.
