Is a work item attribute's ID value constant across all languages?

For example, is the work item attribute ID "com.ibm.team.workitem.attribute.summary" the same for all languages?  I know the attribute name (for example, "Summary") will not be the same across all languages.

Yes.  IDs are the same across all languages.  They are not translated.
