How to enable iteration after a project area is created

We have a project created somehow wihout the ietration, iteration type and iteration plan enabled. When you open the project area and check the Process Description in Overview, Not Used is displayed under Development and Create Iterations button is grayed out.

How can I enable the Iteration, Iteration type, plan features now? I remember I can add code directly in the process xml files when playing with the process template, but can't seems to find them with the created project area.

Iterations are created inside a development line. Once you create a
development line, you'll be able to start adding iterations to it.

So this is actually because we haven't created a development line when creating the project area.

Verified that after creating a new development line, I am able to create iterations now.

Iterations are created inside a development line. Once you create a
development line, you'll be able to start adding iterations to it.
