Rational Robot is an older tool and it was replaced by Functional Tester.  However, Functional Tester does not test all the legacy applications and environments, so people use Robot for those systems. 

If you are planning to choose one or the other tool, I recommend you look at what kinds of applications/environments you want to test - then see what tool is the best for you.
