Adding a capaility to existing sandodbox project

I am trying to add Change and Configuration Management to my project in sandbox02 and get an error:

An error occurred while adding capabilities to the sandbox

Creating projects in progress (25% complete)

Also, is this the same as RTC, which is what I want to add to my project?
