New Categories and Releases added from the Web not visible in the Eclipse PA Editor

JAZZ DEVELOPER
Using RTC 4.0.1 : adding some Categories and Releases from the WebUI.
I found that Web  changes are not picked-up by the Eclipse PA Editor, even after performing a refresh.

steps I used:
- Eclipse: open PA
- WebUI: add categories and releases --> save
- Eclipse: refresh editor
expected: newly created artifacts are displayed
observed: newly created artifacts are NOT displayed

is this a defect?
