Why could not my RTC eclipse client 4.0 connect to RTC server?

 My local host installed RTC eclipse client 4.0 combined with Rational Software Architect 8.5.1.
Then I started RTC and tried to create a new repository connection with the following information:
https://igartc03.swg.usma.ibm.com/jazz/ 
sgzhu@cn.ibm.com
password


And I got this error: But I could use the same information to connect the same server successfully at my friend's PC RTC installation environment.

RTC Error

CRJAZ6024E Cannot log into the server, 'igartc03.swg.usma.ibm.com', because that server cannot be contacted. Make sure that the server is running and available. For more details, open the help system and search for CRJAZ6024E.

CRJAZ1371E The URL "https://igartc03.swg.usma.ibm.com:443/jazz/versionCompatibility?clientVersion=4.0" cannot be reached. The server cannot be reached. The network could not connect to the server. The error is "Connection refused: connect". Contact your system administrator.

 Actually I can reach  "https://igartc03.swg.usma.ibm.com:443/jazz/versionCompatibility?clientVersion=4.0" by using a browser such as IE.


So it is strange that RTC client complained it could not reach this URL.

 No any understandable reason, but now it works well!

This could be problem with the

Rational Team Concert client and server compatibility

I see following error message in your .log:

Caused by: java.net.ConnectException: Connection refused: connect

This might have been any issue with your network.
