Why could not my RTC eclipse client 4.0 connect to RTC server?

My local host installed RTC eclipse client 4.0 combined with Rational Software Architect 8.5.1.
Then I started RTC and tried to create a new repository connection with the following information:
https://igartc03.swg.usma.ibm.com/jazz/
sgzhu@cn.ibm.com
password
And I got this error: But I could use the same information to connect the same server successfully at my friend's PC RTC installation environment.
RTC ErrorCRJAZ6024E Cannot log into the server, 'igartc03.swg.usma.ibm.com', because that server cannot be contacted. Make sure that the server is running and available. For more details, open the help system and search for CRJAZ6024E. CRJAZ1371E The URL "https://igartc03.swg.usma.ibm.com:443/jazz/versionCompatibility?clientVersion=4.0" cannot be reached. No any understandable reason, but now it works well!

Actually I can reach "https://igartc03.swg.usma.ibm.com:443/jazz/versionCompatibility?clientVersion=4.0" by using a browser such as IE.
