Can I use SCCD with the IBM Development & Test Cloud ?

I'm currently using the IBM Smart Cloud Enterprise (access via
https://www-147.ibm.com/cloud/enterprise/dashboard ) to provision and use cloud instances.

Is it possible to use SCCD to build and provision my own (VMware) instances to the cloud? Are there any special "access rights" reqiured to be able to create new shared images etc.?
(I don't think I'm allowed to write to the RAM library which holds the image metadata)
