hi,

i have tried to download the Java client libraries, but it is not showing the exact download or anything... could you pls help me that whether it requires any license file and all?

I'm not sure what you are asking. The download is on this page for RTC 4.0.1:

https://jazz.net/downloads/rational-team-concert/releases/4.0.1?p=allDownloads

(search for Java Client libraries)

The client libraries do not require any license to use, but will need a user with an assigned license used to log on to RTC (you can assign a trial license if you want - or the 10 free...)
