Hi Rama,
In RQM 4.0.1, when you browse Test Cases you can edit your query and select "Not in any test plan" for the Test Plan column. I don't know about 4.0...

Unfortunately, this is not supported in RQM 4.0.x or earlier.

Unfortunately, no. If you used the RQM Reportable API or RQM OSLC API, you would have to GET the feed of test cases and test plans and calculate the difference between test plans and test cases.

Unfortunately, no.
You could use the RQM Reportable API once Support selection of non-empty field values for REST services (60699) is delivered.
