Using RTC4.0 and getting issue on RRC project while creating artifact:
The content that you requested could not be generated because the converter application is not available.

ID CRRRW8011E  The converter application could not be reached. It may not be running or there may be a network issue that is preventing the RM server from contacting the converter application. Refresh your browser to generate the content again. If the problem persists, Ask your administrator to verify that the converter application is running.

Do you have converter.war deployed?
If you're using Tomcat, you can check if you have a folder by name converter here -
C:\.....\IBM\JazzTeamServer\server\tomcat\webapps

We do not have the converter.war file in the path
/jazzTeamserver/server/tomcat/webapps/ for version 4.0 as well for old version 3.0.1.1
