The download link is

but it is keeping connecting to jazz.net and can not download it.

 I guess it is due to the jazz server maintainence, I met similar problem with the download of CLM 4.0.1 RC3.

Please try after few couple of hours, it must be up by that time. In worst case you can try tomorrow, if maintenance does not finish due to some issues
