context: using RTC  4.0
issue: Eclipse Client issue only - link from a RTC work item to a RRC artifacts is garbled.
steps to reproduce:
- using CLM / LPA projects with RTC PA linked to RRC - Korean language
- create a link from a RTC work item to a RRC resource
- save
WebUI - link is displayed OK
Eclipse Client: link label is garbled (showing encoded chars)

Is this a bug?

yes - this issue, initially reported against RTC as [Eclipse UI] Title of linked RM artifacts in rich hover is displayed with encoded characters (213087) turned out to be a defect in RRC identified on jazz.net as RRC defect # 60945
