set default project for workitem when using 2 projects ( one for CM and second for WrokItems)

Hi ,

We have 2 projects ,one is using for workItems and second for CM .
when I associate  workItem to change set and create new workitem ,the dialog for associate WI display  the project of the CM as default project .
We can easily switch to the workItem project ,but still it annoying to do it each time
Can we make the project of the Workitem to be default in this dialog instead of the CM project ?

I usually use below way, not sure if it can help on your problem:

Change your workspace flow target to a stream in project Workitem, then try to associate WI again.

I do not have steam in the workitems project, 
any way to change flow target it not easier then selecting the project 
in the dialog for associate WI display
