Proper restart of Build Forge RHEL server

 We have 7.1.1.3-0-0034 running on Red Hat Enterprise Linux Server release 5.7 (Tikanga).

We need to perform some updates to the kernel and need to restart the server.
I cannot seem to find an established procedure for doing this.

init.d is not used. We would stop and start the server using

/opt/buildforge/rc/buildforge start|stop

What happens if there are currently running projects?
Do they pause and start back up or do they die?
Is there an easy way to verify no currently running projects?
Is there an easy way to prevent new projects from starting while we are preparing to shutdown?

Any insight, ideas or suggestions would be greatly welcomed.
