How to debug when RQM Build Provider failed to fetch the project during the configuration ? ( configuring Rational Team Concert as your build provider)

Using this URL below to configure RTC as the build provider.

We have a issue where it is not able to fetch the projects from the RTC(ccm/jazz area). (Steps 3 -> e and 3-> f in the URL above)

Error message just says "Failed to Connect to Server"
RTC and RQM are configured as friends as described in the URL.

What is the way to debug this problem ?

Following this instruction
