IBM RAD 7.0?

There is no direct link between RAD v7.0 and RTC (Jazz client) because of the different Eclipse versions. However, RAD 7.5 shipped this week, and this will work directly with a Jazz server. The RTC bits are included.
One thing to be aware of - you don't get a license for RTC when you get RAD 7.5 bits - you still need to arrange that.

as far as I can remember, RAD 7.0 is based on top Eclipse 3.2.2.
RTC Client is based on top Eclipse 3.3.2.
This constitute a compatibility issue.
On the other side, RAD 7.5 is build on top Eclipse 3.3.2.
