Limit state transfer to "Created by" user?

Is it possible (without programming) to only allow the "Created by" user a certain workflow action, e.g. resolving a workitem?

This capability has been requested in work item 88779 Add special "owner" and "creator" roles, that specifies what the "owner" and "creator" respectively of an object can do to the object (88779)

That has been there for 3 years. When could that be on a real release plan?

Some techniques to increase the likelihood of an enhancement request being put in-plan: - Add a comment of support in the work item (if nobody bothers to do that, it is assumed to be of no interest). The more different customers adding their support to a particular work item (with example use case), the better. - Participate in the "plan jam" and specify the enhancement request there. - Maintain a "top 10 request" list at your company, and have your sales person relay that back to development.
