Pre-Condition drop down not populating with Custom Plugin

Iam developing a Custom RTC Plugin for "Deliver(Server) ". Though iam getting the Sysout statement in the

Server Startup,

a) iam not see the plugin in "Add Precondition" drop down. Operation Id = com.ibm.team.scm.server.deliver

b) I even tried for WorkItem Save . The Operation Id = com.ibm.team.workitem.operation.workItemSave, it also didn't worked.

Did you restart the server? Did you deploy your plugin correctly? This article might be helpful for you:  Rational Team Concert - Creating Custom Operation Advisors.

If you are confident that the server deployment is correct, then the problem should be resolved after restarting the eclipse client.
