How can you create a repository workspace with visibility other than private via CLI (scm)?

We support many jazz users who want or need to do their work via SCM commands.  How can they create a repository workspace with a visibility of public or scoped?  The other alternative would be to change the visibility of an existing repository workspace via scm command.  How can this be done (in RTC 3 or 4)?

Unfortunately this cannot be done via the CLI yet. Here is a work item requesting this enhancement:

Wondering if this is possible using the Plain Java API ?  I can't seem to find it in the doc...

com.ibm.team.scm.client.IWorkspaceConnection#setOwnerAndVisibility
