Should creating a requirement link to an approved Test Case be allowed?

I have a test case that's in an 'Approved' state.  If I use RQM to navigate to the Requirements Links section, the 'Add New Links' button is non functional.  However, I can create a 'Validated By' link to the test case from DOORS and save it successfully.  When I refresh the test case, the new link is now in the Requirements Links section.  Is this a bug?

The short answer is "It's not a bug.  It works as designed."   It has to do with the way the two products handle the introduction of new links.   There's a detailed discussion available in  a work item that I will provide a link to as soon as I can find it.
