Cognos is a BI and reporting tool. If you wish to use Cognos for creating custom reports over RTC, RRDI already comes with Cognos based reporting solution over RTC. Rational Insight would take it a step further. If this is not what you are looking for, please elaborate a bit more about your use case.

Thanks Ankur.But we are using CGNOS for our reporting and we want use RTC as the configuration and change management tool for COGNOS reports.

Thats exactly where RRDI will help you. You can setup a CLM server and use RTC for CCM and other purposes (like Source control). RRDI which is Cognos based reports solution will connect to the CLM datawarehouse can can generate reports over ccm metrics. Have a look at these demo videos

You can use RTC-SCM to manage any type of file, so any Cognos report information that can be stored in the file system can be managed by RTC.  No adapter is needed.
