Why Save Work item Failed due to Delete Permission?

Hi,

For a Particular User ID, When creating work items following error message occured..

Problem
You don't have permission to Delete Work Item [server].

Reason

In order to carry out this operation, you would need permission to perform the following additional actions:
Action:	ID:
Delete a work item	delete

I don't understand, Why delete privilege is required when saving Work item....

Is this particular user ID different or unusual in any way? Does the same error happen when creating a work item through the web UI, or does it only happen with the Eclipse client?
