Error "dojo.date.locale.format: invalid pattern char: MMM j, aaaa" when accessing a plan if browser language is set to French

When accessing a plan that was created using the Eclipse client (where the language is set to English) the following error is returned if the browser Accept language is set to French:

dojo.date.locale.format: invalid pattern char: MMM j, aaaa

Initially, the problem was with all plans, including newly created ones. Now the problem only occurs on plans that existed before they changed the browser language whereas new plans can be opened regardless of the browser language.

This problem is specific to 3.0.1.x
The steps to reproduce this issue are:
Install the RTC server with french locale selected during the server installation.
Open a plan for which the iteration has already ended.
Change the browser locale to French.
Refresh the browser.
The fix for : Wrong Date Format (207401) will surely fix this issue.
And this fix is already part of 4.0
