Send notification if only special files are changed

I will add code files and configuration file to an asset as content. Is it possible to send notification to the subscribers only configuration file is changed. If code file changes no need for notification.
Is it possible to do it by coding policy ??

Yes, this could be done in a custom policy. There is no built in policy to accomplish this task.
