ClearCase importer does not import integer baseline

Using RTC 3.X, baselines of type integer - like 1 or 2 - are not imported
by the ClearCase Importer.
The import completes without error, but the baseline is not imported.
However, baselines of type String (like BL1) are imported OK.
Is this a bug?

This issue has been identified on jazz.net with defect # 172037
https://jazz.net/jazz/resource/itemName/com.ibm.team.workitem.WorkItem/172037
which will be fixed in RTC 4.0
