How to disable "Show Archived Users" option?

How to make the "Show Archived Users" option in the "User Selection" window available only for administrators?
While on the user selection page (WebUI or Eclipse Client),
I want the "Show Archived Users" option made available to Administrators (jazzAdmins role) only.

This feature can not currently be disabled.
