How can I use IBM products to manage the assets of a team?
To be able to source control and access control capabilities, what should I add to the assets of the Rational software installation and configuration do together.

I'm not sure I understand your question. Rational Team Concert certainly provides capabilities for source code control and providing appropriate permissions on access. A good place to start looking for information is the description of the new RTC beta here: https://jazz.net/projects/rational-team-concert/ There is a section here on file and folder permissions.
