In RTC SCM, when open the changeset, RTC can compare the diff version of the same file.
Can I use this compare tool to compare a.txt with b.txt?
You can use the Eclipse compare action to compare the files. It's the same compare used when comparing resources stored in RTC SCM.

Select both files in the Package Explorer and right-click to select the action to compare with each other.
