Is it possible to copy artifacts categories in managing project properties from one project to another within the same server? RQM version is 3.0.1. Thanks.

Yes, using the RQM Reportbale REST API (https://jazz.net/wiki/bin/view/Main/RqmApi) or RQM Copy Utility (https://jazz.net/wiki/bin/view/Main/RQMCopyUtility).
