please check the file properties of such files. There is the encoding and there are jazz source control properties. errors like that come up if the file encoding is not set correctly or the encoding of the file is different than the specified.
I have seen errors like that if for example encoding was set to Linux style and I tried uploading Unix style.
I hope you can find something. I have also seen this here in the past. You could try to use a search engine with error encoding site:jazz.net.
