Enabling SCaa auditing on RTC 3.0.1 creates empty log...

What actions should the SCAA auditing (as outlined by https://jazz.net/wiki/bin/view/Main/SCMScaa) capture ? I have enabled SCAA auditing and made some changes to a file and delivered them and do not see any logging ?
