Error in creating workitem usig Workitem template

I have created 2 Workitems having the almost the same configurations. Both work fine.For both the workitems the workitem template got created successfully but when I want to create workitem using template it shows the message "Illegal XML format for a workitem specification'. What does this mean?

But there is no approval tab even in this workitem.

Then I don't know. You might want to create a work item or PMR.
