When will we get Error message as CAnnot run test case

I got the below error when i was running the test cases.

CAnnot run test case XXXXXXXX. It is not approved.


When will get this error. I got the error only for this TC others are working fine.

Two chooses:

A. Approve this test case
B. Switch off one administration property: Execute approved Test Cases only, see http://publib.boulder.ibm.com/infocenter/rqmhelp/v2r0/index.jsp?topic=/com.ibm.rational.test.qm.doc/topics/c_sysprops.html
Artifact State Transition Constraints section.


I got the below error when i was running the test cases.
