Could not connect to Rational Team Concert, Check if the ser

Rational Asset Manager
DB2 9.5

I am running Rational Asset Manager setup. The applications were successfully deployed, DBs working and connecting properly. User and authentication successfully completed.

Having issue at

Part 4: Configure Lifecycle management settings

I provide the URL - , Enter the correct userid and password and click on 'Configure Server' and get the following error -

Could not connect to Rational Team Concert, Check if the server is running

I also tried using the url -

but get the same error.

Is there any resolution?

Try connecting to RTC from a browser instead to verify that RTC is
actually up and running. Login with the userid/password you supplied on
the RAM configuration page.

Then if that works take a look at the RAM logs and see if any RTC
connection errors were logged.

Just a guess... is that supposed to be instead of
