Creating Web form to submit work items

I have project areas in two different instances of RTC (on different servers). Is it possible for the end user to copy work items across these instances? It seems it is only letting me copy between project areas on the same instance.

To copy work items from one repository to another, you first have to use
"export" to create a text-file, and then use "import" to create those
work items in the destination repository.
