Administer SCM Snapshot menu on RTC 3.x

It is rather easy to find "Administer SCM Snapshot" function on RTC 2.x, however as of RTC 3.0, it seem as Administer SCM Snapshot menu has been relocated.

I am able to access Administer SCM Snapshot menu by 2 method;

- URL
https://localhost:9443/ccm/web/projects/project_name#action=com.ibm.team.reports.admin&id=com.ibm.team.reports.admin.datawarehouse.scm

- From report -> choose Project Activity report ->Administer SCM Snapshot menu can be accessed from bottom of the page.

Is there any proper way to access Administer SCM Snapshot menu from the interface instead of going to report and access Administer SCM Snapshot menu from there?
