RQMCopyUtility download HTTP 400 error

Dear webmaster,

the RQMCopyUtility download fails with HTTP 400 error.
https://jazz.net/downloads/rational-quality-manager/releases/3.0.1.1/RQM-Extras-RQMCopyUtil-3.0.1.1.zip

The error persists
- when downloading other tools from the same site
- using a different browser (tried IE 8.0 and Firefox 3.6.24)

Could you check what's wrong?

Retried the next day (Nov 23rd) - problem gone
