A custom plug-in does not load in RTC/WAS

The "Install Plug-in" section in https://jazz.net/library/article/495/ provides steps to install a custom plug-in in RTC running on Tomcat. Are these steps applicable also for RTC running on WebSphere?

I have a customer who created a plugin and could successfully install it on his test RTC 3.0.1 running on Tomcat. However, when installing the plugin in another test environment that runs on WebSphere 7.0.0.11, the plug in does not appear in the application.

The reset command (
https://localhost:9443/jazz/admin/cmd/requestReset) was executed and the WebSphere was restarted.

What I am looking for is some suggestions on how to trace this issue to find out why the plugin does not load?

Appreciate any suggestions you can provide.
