how to turn off work item auto-association with change set

In 3.0.1, when you start working on a work item, it no longer
automatically becomes the "current work" for that Eclipse instance
(which is what does the auto-association of change sets with that work
item). Instead, you explicitly click on the work item and say "set as
current work". So a user controls whether or not a change set is
auto-associated with a work item by whether or not they have selected a
work item as the "current work" for that workspace.

But there are cases where this isn't the right behavior. Is there a
