Any other logs during the ClearCase importing to RTC?
It has been run for 40 minutes, still nothing happened.

If it takes 3 hours to load a snapshot view, it's going to take much
longer than that to synchronize (a snapshot view just copies out some files ... a synchronize does all sorts of fairly complex computations in both ClearCase and RTC). Have you been looking at the specified file? Has anything been posted to it? (It doesn't get uploaded to the server until the sync is done, so to look at that file, go to the machine where the sync engine is running).
