RQM Copy Utility and Categories

In RQM Version 2, we were able to use the RQM Copy Utility to duplicate a set of categories from one project area to another. In version 3.0.1, the utility will copy templates, but the categories are not copied. We tried the CopySettings command on the JazzTeamServer and it did not do it either. Is this a bug or is there a better way to duplicate Categories under 3.0.1?
