risk attribute example in com.ibm.team.workitem.extension

Is there anyone who is able to run the example in the com.ibm.team.workitem.extension relating to the Risk attribute?

From reading the plugin extension, it seems like I need to invoke the AddRoskAttributeAction from the Edit menu. However, after selecting the menu item, it complained that the operation is not available. I even tried enabling the Ticket workitem type, which seems to be significant since it's in the plugin.xml, but it didn't seem to help. The example seems like a great resource for extending Jazz, but yet I'm very frustrated about the difficulties in even running it.
