Query regarding maximum number of hours intime tracking

How does RTC ensures that user does not enter more than 8 hours in a day wrt SCRUM template.

I'm not sure what you mean by "entering more than 8 hours in a day".
Where are you entering this information?

The time spent is entered in the WI assigned to the user.

A user could have worked on a work item for several days, in which case
a "time spent" value greater than 8 hours is to be expected. But
perhaps I misunderstood your question?
