Am new to this RQM.
Do I need to have ADMIN privilege to execute the URL utility jar file?

What type of access permission do I need to have to execute the jar file and export data from RQM server?

For download (GET) you only need read access to repository. For all other operations (PUT/DELETE), you need write access to repository. See http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0m1/topic/com.ibm.jazz.platform.doc/topics/c_permissions.html.
