Email Configuration

1) Is there any way to configure email notifications so that all team members get an email when work items change from certain states to certain other states, but not on all state changes ?
2) Is there a way to generate emails from events ?

This may be related to another thread I started here:

I am still looking for a solution but someone suggested using an RSS2Email utility. Feeds are more customization than the current email configuration.
